Escondido staff advances Creek Trail art RFP with sizable awards; commissioners press for more time

City staff presented the Escondido Creek Trail art project RFP on June 8, outlining a plan to add multiple site-specific installations and murals along the trail with a theme of local flora and fauna.
Staff explained the RFP schedule, proposed award amounts and an expected installation window. Example awards cited by staff included $30,000 for a single sculpture, $100,000 for a series of three to five murals and an increased $150,000 amount for a neighborhood health-care mural. Staff said proposals would be due in late August with installations planned between October and May, noting that permitting and seasonal rain schedules affect installation timing.
Commissioners, however, expressed that the timeline was tight: question deadlines were set for early August and proposals originally due Aug. 21. Commissioners requested an extra week for proposals and recommended moving the commission meeting by one week so commissioners could score proposals and staff could produce the agenda packet on schedule. Staff agreed to shift the proposal due date to Aug. 28 and to move the meeting schedule accordingly to allow more time for artists to prepare submissions.
Staff also said they would attach plans, response documents and site constraints to the RFP so artists receive consistent information about sight lines, potential lighting requirements and other engineering considerations.
