Escondido panel narrows Grand Avenue roundabout field to three artists, debates rubric and stipend

City staff told the Public Art Commission on June 8 that three artists—Michael Studs, the Germlust and Wright Art Studio—have advanced to the RFP stage for the Grand Avenue roundabout art project and that the commission will decide the final artist after an RFP process this fall.
Staff outlined a timeline: the commission aims to approve the final RFP on Aug. 10, publish documents to the top three artists mid-August and expect artist submissions in September so commissioners can review in time for an Oct. 12 recommendation and subsequent city council consideration later in the year.
Commissioners focused much of the discussion on how to weight evaluation criteria. Several members recommended flipping the rubric to emphasize conceptual vision and community engagement over artistic excellence. The working consensus recorded in the meeting was: artistic excellence 25 points; conceptual vision 40; community engagement approach 25; feasibility and durability 10. Commissioners said they want enough emphasis on community cocreation so finalists’ concepts reflect “authentically Escondido.”
Members also debated the stipend for artists preparing RFP responses. Suggestions ranged from $1,500 (several commissioners’ preference) to $2,000 (a proposal by one commissioner); one commissioner said higher pay would signal seriousness and offset truncated timelines. Commissioners also pressed staff about requiring lighting or movement elements and about height, sight-line and wind considerations; staff said they would add constraints and site plans to the RFP.
Public commenter Katie Cowan suggested the commission show maquettes and visual options to the public so residents can meaningfully compare concepts; staff confirmed maquettes will be shown and the public will be invited to weigh in when the final artist is chosen. Staff asked for direction to finalize the RFP and return at the next meeting with a draft reflecting the commissioners’ rubric and timeline decisions.
