Council approves event street closure, building permit, appointments and $11,756 Byrne grant

The Laconia City Council on July 13 approved a set of routine but consequential items, including an event traffic order, an unlicensed-dog warrant, a building permit on a private road, an appointments committee recommendation and acceptance of a $11,756 Edward Byrne Memorial Justice Assistance Grant.
The council voted 6-0 to approve Temporary Traffic Order 2026-10 for the Rev White and Brew Fest antique/classic car show, authorizing street closures in downtown Laconia on Aug. 14 from 4 p.m. to 9 p.m. The motion to approve the order was made by the presiding mayor and seconded by Councilor Hildreth.
The council next approved issuing the 2026 unlicensed-dog warrant. City staff explained the warrant list is generated from the licensing database and can include animals that remain listed when owners do not notify the city of changes; the city licenses roughly 3,000 dogs and staff said about 586 entries were on the delinquent list. The motion to issue the warrant passed 6-0.
Councilors also authorized issuance of a building permit for a single-family home on a private lot on Colonial Road, subject to conditions including a DPW review of the proposed driveway and a recorded acknowledgement of the city’s limited responsibility for the private road; council accepted a friendly amendment clarifying that garbage pickup/service expectations will be spelled out in the recorded acknowledgement. The vote was 6-0.
The appointments committee’s recommendation to appoint Beth Newton as an alternate to the Library Board of Trustees for a one‑year term through March 2027 was approved unanimously.
Finally, councilors approved Resolution 2026-09 to accept the 2025 Edward Byrne Memorial Justice Assistance Grant from the Bureau of Justice Assistance in the amount of $11,756 and authorized the city manager to sign related documents; the vote was 6-0.
The council adjourned at 8:03 p.m.
