Platte County approves multiple contracts and grants, including commercial vehicle enforcement and road resurfacing

Platte County commissioners on April 6 approved a series of contracts, grant agreements and procurement actions spanning public safety, roads, facilities and parks programming.
Jeff Shanks, speaking for the sheriff's office, described two grant-related items the commission approved: an amended memorandum of understanding for Operation Relentless Pursuit that permits reimbursement for up to $20,000 in officer overtime and a MoDOT Motor Carriers Assistance Program contract that staff said has a budget impact of $440,008.06. "This grant provides reimbursement for 95% of that funding with the county being obligated for $23,158.31 during that contract period," Shanks told the commission.
Public works presented road-resurfacing awards: a $580,221 contract with Superior Bowen Asphalt Company for asphalt overlays and safety improvements, and a $734,432.40 award to Vance Brothers for microsurfacing. Public works also asked the commission to approve roughly 75 category bid awards for routine maintenance items and supplies; the batch was approved.
Facilities staff presented multiple housekeeping and infrastructure contracts: a $5,772 change order for elevator work related to project delays, renewal of an HVAC controls agreement with Automated Control Systems at $36,080 per year, and a $14,588.54 agreement with Midwest Mobile Radio Services to add an antenna after communications limitations emerged during a tabletop emergency exercise. The commission approved each contract by roll call, typically 3-0.
The commission also approved the 2026 parks outreach grant contracts, a reimbursement-based program funded by the county parks/stormwater sales tax totaling $501,972.72 and covering more than 20 separate projects. Staff said the county increased outreach funding this year to encourage local partnerships and funded a larger number of quality projects.
All items were presented as reviewed by county counsel and certified by the county auditor as having available appropriations where required; votes on the listed contracts carried without recorded opposition.
