Resident urges strict tethering and breeder rules during Palm Coast public comment

Councilman Miller asked staff to have Community Development review the suggestions and bring forward best practices from other Florida municipalities. Mayor Norris and staff said they would follow up with the resident and with animal‑control staff to determine which code changes are already under consideration and which would require a formal code‑rewrite process.
Next step: staff will review the suggestions and report back to council on options for incorporating specific language into the Chapter 8 rewrite.
