Bloomfield seeks $12 million for Town Center; RFP for developer partner to issue within weeks

Denise, a consultant to the commission, said Bloomfield is preparing a CIF/CFA grant application targeting about $12,000,000 to finance acquisition, demolition and environmental testing for the Town Center.
"For just about $12,000,000," Denise said, "That will give us enough support to do acquisition, demolition, environmental testing."
Denise said the grant timeline is tight and staff are mobilizing outreach in August to state legislators to build support; if the town wins the grant, she said staff expect to see construction staging or site work within about a year and a half.
John, the town planner, said the agency will release a request for qualifications/proposals for a developer partner in roughly 2 to 3 weeks, with responses expected in late September. He characterized the work as acquisition and pre-construction activities that would prepare the site for redevelopment but said design and construction timing depends on grant success and subsequent procurement.
Commissioners urged the staff to publicize progress to the community, and noted that much of the near-term timing depends on state-level grant decisions. The commission did not take a formal vote on the CIF application or developer selection at this meeting.
