Board hears track and facility updates; small delay could push surfacing into football season; settlement with contractor approved

At a July evening meeting, the Eastern Green Schools board received progress reports on multiple construction projects and approved a settlement with a former contractor.
A presenter and contractor gave a detailed status update on the track and field improvement project at Eastern Green High School, saying new stairs, shot-put and discus areas and parking improvements are complete and an ADA restroom is finished. The presenter said excavation for the track was scheduled to begin the next day but subsurface testing showed unsuitable soils in the track area.
"The stabilization ... testing failed on suitable stable condition soil conditions for the area," the presenter said, and engineers from Patriot and Rosmar Engineering, along with a third-party reviewer, recommended soil stabilization and geogrid. The presenter said the issue caused about a one-week delay and will require a change order; the excavation contractor assignment changed from Mount Carmel to K and K.
A contractor representative noted surfacing timing constraints: after asphalt is placed there is a roughly 21-day cure period before rubber latex can be applied, and rubber installation takes about two weeks; striping also requires curing and at least seven days. "So because of that, that's going to migrate into football season," the representative said, adding the district can coordinate installation around away games so the surface can still be used for practice with mats in some areas.
Separately, staff reported a settlement agreement with Lancer and Associates related to a contract that was severed in August 2024. "We've worked with our school attorney ... we did get a settlement, in some damages for ... goods and services that weren't provided," a staff member said; the board approved the settlement by unanimous vote.
Board members thanked contractors and staff for coordination and noted the district will post construction updates online. Staff said they are working to finalize change-order numbers and will continue coordinating schedules with athletics.
Next steps: staff will complete change-order cost estimates and continue coordinating a surfacing schedule mindful of athletic events; the settlement terms were not disclosed in detail in open session.
