Council hears updates on Haygood Avenue, Project 3,500, opportunities for workforce housing and traffic projects

The Haygood plan proposes road raising, drainage tie-ins to the Deep Spring and Fishburne drainage tunnel, separated bike lanes, sidewalks and on-street parking to protect Gadsden Green from flooding; staff said county half-cent sales-tax funds could be a likely funding source.
Appel also reported council approved a nonbinding letter of intent to explore redevelopment of the Haygood Office Tower and its 600-space garage, starting a 90' 120-day study window with the right to assign to private partners. He updated members on "Project 3,500," the RFP work for Western and Eastern Peninsula workforce-housing components, and described opportunity-zone nominations to align federal incentives with the rapid-transit corridor.
Chair Seekings reported traffic-and-transportation items: a progress update on the S0 Crossing bridge (with the eastern landing design still under discussion with SC DOT), approval of the city's first mini-roundabout on James Island, a maintenance agreement with Daniel Island Town Association for a planned Daniel Island roundabout, and finalization of pedicab franchise fees.
Council approved committee reports and asked staff to circulate relevant design options and continue stakeholder outreach on several items.
