Board lists Plainview property for sale, approves local budget request and selects school roof option

The Bladen County Board of Education instructed administration to place a 'For Sale' sign at the Plainview property after attorney Sherry Lynn and board counsel outlined statutory disposal options (upset-bid, auction, sealed bids), exceptions for governmental entities, and lease rules (leases longer than 10 years must generally follow sale/disposal processes; recent legislative exceptions exist for cell-tower and renewable-energy leases).

Counsel said the board could hire an appraiser or a realtor to develop comps and suggested a practical path: post a for-sale sign to test interest, and if an offer appears staff can then start the upset-bid or auction process with an appropriate minimum price. The board voted to put a for-sale sign in front of the property to gauge interest.

On budget matters, Superintendent Deborah Atkinson presented the 2026–27 local budget request. The board approved submitting a local request of $11,315,041.41 to the county commissioners; administration said the district will prioritize items if the county provides a lesser amount and will present the final local budget after county allocations are announced.

On facilities, staff presented options for silicone metal roof restoration with 10- or 15-year warranties and standard vs. premium color choices. After brief discussion the board approved a 10-year warranty in royal blue for the specified building.

The board also advanced policy work: it amended its extracurricular participation policy to permit homeschool and early-college students (with insurance provisions for non-district students) and tabled a procurement-card policy for additional regulations and training before adoption.
