Commissioners approve series of contracts, change order and road‑closure resolutions

The Weld County Board of County Commissioners approved a package of procurement and public‑works items at its July 8 meeting, including contracting actions, property acquisition and temporary road closures.

Toby Taylor, purchasing, briefed the board on an authorized single‑source purchase of four Sentillo ballot‑on‑demand printers and related equipment from Runbeck Election Services LLC to support the 2026 general election; the 2026 cost presented was $47,000 and multi‑year maintenance estimates were provided for years two through five. The board voted to approve the purchase and authorize the chair to sign the agreement.

The fleet‑services procurement for a motor grader roller packer was handled by joining Cooperative Educational Services (CES); Taylor said membership lets the county access cooperative pricing. The board approved completing the CES cooperative purchase agreement membership application so departments can use cooperative contracts where appropriate.

Facilities Director Patrick O'Neal recommended approval of change order 2 to the demolition and abatement contract for the West Block North properties. O'Neal said required additional abatement and excavation to access an inaccessible water shutoff added $58,908, increasing the total contract to $1,198,117.97. The change order had been reviewed by the board earlier by pass‑around and was approved at the meeting.

Michael Bedell of Public Works presented a memorandum of agreement (Contract ID 10919) to acquire approximately 5.7 acres of permanent right‑of‑way and 4.9 acres of temporary construction easement from the Sullivan family for the County Road 74/31 roundabout. He stated the negotiated compensation is $164,676.93 and that the amount is included in the 2026 public works budget; the board approved the acquisition.

Bedell also described a contract (ID 10921) with Xcel Energy to relocate a buried power line so planned grading for the Bridge 1946.5a replacement will not conflict with utilities. The relocation work is estimated at $138,416.35 with a contractual completion date of Oct. 1, 2026; the board approved the agreement.

Kevin Hettinger, Weld County Public Works, asked the board to approve two temporary closures of County Road 49 (one between CR 60.5 and CR 62 and another between CR 70 and CR 72) from July 15 through Aug. 14 to allow bridge work and related grading. Detours, message boards and local access plans were described; both closure resolutions were approved.

All motions on these items were seconded and approved by voice vote of the five commissioners present. Several commissioners thanked staff for thorough preparation and noted the procurement review by the county attorney and finance staff.
