Appling County approves roof bid, applies for scrap tire grant and moves to advertise manager vacancy

At its Sept. 6 meeting, the Appling County Board of Commissioners approved several operational items and updates.
Bids for a new roof at Pineland Behavioral Health were opened and two bids were received: BRC, Inc. ($26,535) and Stone Roofing ($25,650). The board accepted Stone Roofing’s low bid on a motion by Commissioner Doug Harris that was seconded by Commissioner Charlie Leggett and approved unanimously.
Interim County Manager Mike Deal told the board he would apply for a State Environmental Protection Division (EPD) Scrap Tire Grant that can provide up to $50,000 to cover disposal of scrap tires at the county landfill; Commissioner Sarah Boatright moved to approve applying for the grant and the motion passed unanimously.
Manager Deal also said the county needed two board representatives to meet with the City of Baxley on SPLOST funds; the board appointed Commissioners Daryl Edwards and Charlie Leggett to that role. The board entered executive session later to discuss personnel and, on returning to open session, authorized advertising the County Manager vacancy for a minimum of three weeks "in various outlets across Georgia, in order to obtain a qualified candidate pool," on a motion by Commissioner Doug Harris that was seconded by Commissioner Charlie Leggett.
Recreation Director Timmy McGuirt updated the board on the new pool and renovation work at the North Side pool and said he was "hopeful that it would open by October 1, 2022." Brooks Johnson of Roads & Bridges reported that new 911 signs are being installed pending pipe delivery, that work on a boat ramp at Dunn’s Lake should start next week, and requested an inmate detail to help with projects.
The minutes record approvals and motions but do not detail contract execution schedules, grant application attachments or timelines for advertising the manager vacancy.
