Appling County hires GMASS to represent it in state sales-ratio appeal

Appling County commissioners voted unanimously Sept. 6 to retain Georgia Mass Appraisal Solutions (GMASS) to represent the county in a state sales-ratio appeal, accepting a $5,000 fee for representation that the county superintendent’s office agreed to split with the Appling County Board of Education.
Kristi Reese of GMASS told the board that statewide sales-ratio data have produced concerning results: "96 of 159 counties in Georgia fell below 38% and 56 failed," she said during a presentation on the firm’s appraisal and evaluation services. Mryna Taylor of the Appling County Tax Assessor’s Office said the Georgia Department of Revenue had tentatively scheduled the county’s sales-ratio appeal for Sept. 21, 2022, at 10:00 a.m.
Commissioner Daryl Edwards moved to proceed with GMASS; Commissioner Doug Harris seconded and the motion was unanimously approved. The minutes record that GMASS showed examples of reports the firm can provide and demonstrated prior experience in other counties.
The board’s action commits the county to the quoted representation fee; the minutes state the Appling County Board of Education will split the cost but do not specify the mechanism for that split.
