Montrose County commissioners approve retainage release, contract amendments and a one-year gym lease

The Montrose County Board of County Commissioners on Oct. 16 approved several routine administrative measures, including release of final retainage for a traffic-signal contract, amendments to construction and design agreements, and a one-year lease for a community gym in Naturita.
Lloyd Arnold, speaking for the airport, recommended releasing $35,667.14 in final retainage to Morton Electric Incorporated for the temporary traffic-signal project awarded Dec. 20, 2023, noting that statutory notice had been published and no claims were filed. "Final retainage in the amount of $35,667.14 will be released to Morton Electric Incorporated," Arnold said. Commissioners approved the payment by voice vote.
The board also approved a 4th amendment to an on-call architectural, engineering and planning services agreement with Corgan Associates that staff described as a line-item adjustment to add parking-lot work. Staff said the change increases the contract by $18,180, bringing the contract total to about $175,584. "The amendment would add work including fence replacement and parking optimization," planning staff said; the board voted to approve the amendment.
County Manager Emily Sanchez presented a second amendment to the county's design-build contract with Stryker & Company to replace windows at the IT building adjacent to the historic courthouse. Sanchez said the work will match historically appropriate windows and will increase the contract by $91,000. The board approved the chair's signature on that amendment.
Sanchez also brought forward a one-year lease with Montrose West Recreation Inc. for the gymnasium at 147 West Main Street in Naturita, a property the county acquired this summer when it bought the West End School. "The lease will let the community continue programming while the county evaluates long-term needs," Sanchez said. The board approved the chair's signature on the agreement, which the county said expires Oct. 1, 2025.
Each measure was advanced by motion, second and a voice vote; the minutes record the board saying "Aye" and that each motion "carries." No individual roll-call tallies were recorded in the transcript.
What happens next: contract documents will be executed and the retainage check released; staff said they will continue to coordinate with contractors and community partners as the projects move into implementation.
