Council approves $275,667 change order, $97,500 outfall and authorizes $5M mitigation grant application for drainage work

The Livingston City Council on May 12 approved multiple drainage and street-improvement actions tied to the 2022 E. West and N. Willis Street Improvement Project and authorized pursuit of a larger mitigation grant.
Dalton Brown, project engineer with The Brannon Corporation, presented Change Order No. 1 in the amount of $275,667 to address unforeseen underground equipment not shown on the topographical survey; the work will require utility rerouting and extends the contract timeline by 30 days. Alderman Alan Cook moved and Alderman Bobby Jackson Sr. seconded approval; the motion passed with all present voting aye.
Separately, the council approved a $97,500 proposal from Crockett Construction to replace an existing 36" outfall pipe with a 60" pipe from North Pine to the creek. The City Manager told council the work is not in the current contract and will be payable from local funds, necessitating a budget amendment if the city proceeds. The proposal was moved by Alderman Bobby Jackson Sr. and seconded by Alderman Marty Drake and was approved unanimously.
Council also approved Resolution No. 650, authorizing the submission of a Community Development Block Grant - Mitigation project application to the Texas General Land Office (GLO) for $5,000,000 toward a drainage project between West Street and Martin Luther King Drive; the application requires a five percent local match. Dalton Brown said he will prepare a preliminary design and budget for the proposed area. Alderman Alan Cook moved and Alderman Bobby Jackson Sr. seconded the resolution; all present voted aye.
Council instructed staff to correct a county name in the change order document before signature and to coordinate project timing with related CDBG-GLO work. The council record shows unanimous approval on the board actions taken on the drainage items.
