Montrose County commissioners approve airport contract increase, grant county attorney enforcement authority and pass several permits

At their Sept. 18 meeting the Montrose County Board of County Commissioners unanimously approved an amendment to the airport engineering contract, adopted a resolution giving the county attorney standing authority to commence enforcement actions, approved a special-events liquor permit, adopted a suicide-prevention proclamation and approved several land and road items.
The Montrose County Board of County Commissioners on Sept. 18 unanimously approved a series of routine and substantive items including an amendment to the Montrose Regional Airport engineering contract, a resolution expanding the county attorney’s authority to begin enforcement actions, and several local land and permit actions.
The board authorized the chair to sign modification No. 3 to Amendment No. 9 with Jacobs Engineering Group for on-call architectural and engineering services related to the airport terminal expansion. Airport staff said the modification would not exceed $320,000 and would bring the total for Amendment No. 9 to $1,370,678.90, covering additional baggage-handling design work, FAA land-regulation review and processing change orders. "This additional work is for baggage handling design…review and processing of additional change orders for the terminal expansion project," airport staff said. Commissioners moved and the motion carried unanimously.
County Attorney Martha Whitmore presented a proposed resolution (Res. 50-2024) to allow the county attorney to commence certain enforcement and litigation actions in the name of the board without seeking individualized board approval each time, with the requirement that the county attorney provide regular reports on pending matters. Whitmore described the change as intended to speed up enforcement such as zoning cases; the board voted to adopt the resolution unanimously.
In other votes, the board approved a special-events liquor permit for a "Mind the Gap" mental-health event at the Ute Indian Museum after the City of Montrose clerk reported no public comments or concerns from sheriff’s office or planning staff. The board also adopted a proclamation designating September 2024 as Suicide Prevention Awareness Month in Montrose County, noting county and state statistics cited during the reading of the proclamation.
Land-use and public-works items approved included a planning waiver related to a LaSalle Road property (see separate article) and a recordation of a right-of-way dedication for a portion of Shavano Valley Road. The consent agenda was also approved as presented.
All motions on the record were moved, seconded and carried without recorded opposition. Several presenters and commissioners noted that certain items (for example the county manager selection) will require later contract approvals or follow-up actions.
The board adjourned at the close of the session.
