Council accepts election results, swears in new members and elects mayor

The Poplar Bluff City Council on April 20 accepted the certified Butler County abstract for the April 7 municipal election, swore in newly elected council members and elected leadership for the 2026–2027 term. Assistant City Manager Laurie Phelps presented the abstract and announced that in the 5th Ward Robert L. Smith received 60 votes and was declared the winner; at-large seats were filled by Billy DePue (434 votes) and Michael Jones (363 votes). The council moved, seconded and accepted the certified abstract as presented.
Newly elected members completed the oath of office administered by city staff. After the swearing-in, council received nominations for mayor. Laurie Phelps called for nominations for mayor; Robert Smith received the necessary votes and was declared mayor for 2026–2027. Lisa Parson was elected mayor pro tem by roll call after nominations and seconds were confirmed.
Retiring council members spoke briefly before the swearing-in. Robert Veil Smith thanked the community for its support, saying, “Thank you to the community of Poplar Bluff. I really appreciate your support over the past 3 years.” Mark Massingham, who did not seek re-election, thanked staff and colleagues and welcomed the newly elected council members.
The special meeting adjourned after the ceremonial items and the council transitioned into the regular meeting.
Next procedural steps: the council will take up remaining agenda items at its regular session and at scheduled May 4 voting sessions for items moved for formal action.
