Public Works recommends studying move to 2018 building code; formal recommendation expected Q1 2026

Public Works briefed the Board of Aldermen on options to update the municipal building code during the Dec. 15 meeting.
Staff said the city currently operates under the 2012 code and recommended researching a move to either the 2018 or 2021 editions; staff noted neighboring municipalities have largely moved to 2018 and that some (e.g., Gladstone) have adopted 2021. The department asked for time to gather comparisons and suggested returning to the board with a side-by-side of the 2018 versus 2021 changes so the council can decide which version best balances regulatory needs and implementation cost.
Public Works cautioned that adopting a newer code can require a library of code books available at City Hall (an expected one-time expense of several thousand dollars) and can involve many amendments specific to local needs; staff proposed aiming for a recommendation by Q1 2026 and noted the adoption process would include proposed amendments and public discussion.
Council members asked whether staff would prepare an initial recommendation and whether amendments would be ready for review; staff replied they would bring comparative materials and draft amendments for future meetings.
