The Town of Newburgh Planning Board closed a public hearing and granted conditional final approval to the Drivanos two‑lot subdivision on Nov. 7. The proposal splits a 3.2‑acre parcel on Quaker Street into a 1.1‑acre lot that contains an existing single‑family residence and a 2.06‑acre lot proposed for a new single‑family home. Ken Lytle of Zen Consultants represented the applicant.
The applicant told the board the subdivision will rely on individual wells and onsite septic systems and requires a small lot‑line adjustment to provide a common driveway to serve both parcels. "We're proposing actually to divide it approximately in half," Lytle said in his overview. Pat Hines of MH&E told the board an access and maintenance agreement for the common driveway must be filed and recommended the applicant label limits of disturbance to show any clearing is under one acre.
No members of the public spoke during the hearing. After technical comments were read into the record, Planning Board Attorney Dominic Cordisco noted the board previously adopted a negative declaration on the project and recommended conditional final approval subject to outstanding engineering comments, execution of the driveway access and maintenance agreement, and payment of recreation fees related to creating an additional lot. The board voted unanimously on a roll call to approve the conditions and grant conditional final approval.
The approval requires the applicant to complete the items identified by the town's consultants before the plat is signed and recorded. The applicant said he will add the requested map labeling and provide the driveway agreement prior to final submission.
