Orlando Lewis, who the chair introduced as the volunteer to head a new subcommittee, presented a draft mission and next steps for the Lowcountry Child Care Initiative (LCI).
Lewis said LCI’s aim is to "ensure that every child within Beaufort and Jasper Counties has access to high quality, affordable, and inclusive early childhood education" by consolidating existing efforts, fostering partnerships and advocating for equitable resources. He told the board the subcommittee will reach out to existing local efforts — the Bluffton Childhood Initiative, the Early Childhood Coalition of the Lowcountry and an emerging childcare task force — to avoid duplicating services and to identify common focal points.
Board members discussed related legislative work to reduce regulatory burdens and asked that faith‑based organizations and churches in Jasper County be included; Lewis said outreach and inclusivity are part of the plan. He also noted the initiative needs to address workforce development: enrollment in higher education early‑childhood programs is declining and the region requires a pipeline of trained educators.
Mayor Williams asked the subcommittee to return with recommendations and specific actions the board could endorse; Lewis said the group will use available resources to develop proposals and will report back at a future meeting. The board also discussed recruiting additional members from the participating jurisdictions.
The subcommittee presentation closed with agreement to pursue coordination with local partners and to develop specific recommendations the board can consider for future agendas.
