Planning commission recommends land-use change and rezoning for Buck Island Road parcels; sends applications to town council

The Town of Bluffton Planning Commission voted Sept. 25 to recommend a comprehensive plan amendment and a zoning map amendment for two contiguous parcels on Buck Island Road to town council.
David Sherrill presented the applications, submitted June 14, 2024 by the town on behalf of the property owners, and identified the parcels as 328, 330 and 332 Buck Island Road (noting 332 as a Ferrellgas address). He said the applicant requests changing the future land use designation from "suburban living" to "neighborhood center" and rezoning from Residential General to Light Industrial to align land use and zoning with adjoining properties.
Sherrill told the commission the Buck Island–Simmonsville neighborhood plan earlier recommended exploring rezoning of long-standing commercial nonconforming uses to an appropriate commercial designation. He said the comprehensive plan amendment must be approved before the rezoning can take effect. Sherrill also noted that staff’s responses to the UDO criteria for both the comprehensive plan amendment (section 3.3.3 in packet) and zoning map amendment (section 3.4.3 in packet) were provided to commissioners in their meeting packet.
A commissioner moved to recommend approval of the comprehensive plan amendment; the commission voted in favor. The commission then recommended approval of the zoning map amendment to town council and again voted in favor. Staff indicated a prior workshop had included one public comment in support.
Next steps, as stated by staff, are a tentative Town Council first reading in November and a public hearing/second reading on Dec. 10. The planning commission’s action forwards a recommendation; final approval would rest with Town Council.
