The board chose Option 2 — committee review — for policy 6037 (selection and review of library materials) and agreed that requests for review would be handled under superintendent/principal review (Option 1). The board also debated and approved new language and procedures tied to the district's right-to-access policy (6049) and where to place explicit notification language in policy 6046.
The decision followed extended discussion about how to balance a clear, administrable policy with parents' expectations. Webster summarized the options presented from the model policy and said, "Option 1, option 2. Option 1, which is principal or superintendent review. Option 2 is committee review, and option 3 is board committee review." The Chair noted the district's prior practice that included a parent-permission form and asked whether that detail should be retained in the handbook or policy.
Board members debated whether the new state law requires active parental consent or simply that parents have access to notice; Webster observed the new law "states that we don't necessarily have to have that pair that everybody has access to it. We have to have that available for parents to see." Members agreed to place a clear notification paragraph within policy 6046 (the catalog/notification section) and to attach the library-material review request and notification forms to the policy materials so parents can both request review and opt into notification procedures.
Supporters said retaining a form in procedures had previously reduced repeated challenges; others favored a streamlined, passive-notification approach that avoids burdening parents with an annual opt-in form. McCallum and Chad discussed how a form had worked in prior years to reduce recurring disputes, while other members emphasized that attaching the form and specifying process in procedures would keep the policy concise.
The motion to adopt the committee-review approach for 6037 and to insert notification verbiage into 6046 passed by roll call.
