Carlin council adopts fee schedule, approves minutes and expenditures; filing period announced

At its Feb. 25 meeting the Carlin City Council adopted Resolution 2026-05 establishing fees for special-use permits, rezoning applications and variance applications.
City Clerk Melinda Harris said the rates were approved at a prior meeting and this resolution formalized them. Councilperson Lyndsie Whigham raised a concern about applicants who might be directed incorrectly by staff and whether refunds would be available for costly application mistakes; Building Official Anna Penola said the city would refund applicants if staff had directly advised the incorrect application choice. Council adopted the resolution unanimously.
The council also approved corrected minutes for the Jan. 14 meeting after several wording and attendance corrections and approved expenditures for the Feb. 12–25 period. Council requested staff provide a GL-code key to make expenditure reports clearer to the public; staff agreed to produce a more readable report.
City Clerk Melinda Harris announced the filing period to run for council or mayor opens Monday at 8 a.m. and closes on the 13th at 5 p.m.; filings require a $25 nonrefundable cash or money-order fee and must be filed at City Hall.
Mayor Cameron Kinney adjourned the meeting at 7:57 p.m.
