A staff presenter reported that as of June 30 the system was in drought Level 3. Ground storage was reported at 64.2% of capacity compared with a five‑year average of 76.5%, and daily consumption in June averaged about 10,330,000 gallons—a figure staff described as roughly 16.5% below normal for the period. Staff said the water quality report was posted online and postcards with QR codes were mailed to residents.
A completed leak‑detection survey identified a number of leaks across the system and 19 service leaks specifically; staff said the distribution team will inspect hydrants and valves and follow up over the coming weeks to determine necessary repairs or hydrant replacements.
To communicate the drought message, staff plans targeted mailings to 1,596 active billable accounts and will share a flyer with councilors for inclusion in newsletters. Commissioners discussed options including sign boards and a reverse‑911 style notification; staff said coordination with City Hall will be needed for city‑wide alerts.
Separately, staff outlined a small pilot to line pipes on a two‑block segment of Tennyson Street to check whether lining eliminates detections. The pilot will use pre‑ and post‑testing and TV inspection; success would be indicated by reduced detections and elimination of suspected illicit services. The commission also discussed scheduling site tours of the water and wastewater plants in mid‑August.
