The Poplar Bluff City Council on April 6 adopted Ordinance No. 8660, approving a management agreement that gives Grow Our Downtown, Inc. authority to manage the city's farmers market, and adopted Resolution No. 20‑68 to support Grow Our Downtown's Missouri Main Street Community Empowerment grant application.
Phyllis Baker, representing Grow Our Downtown, told the council the organization is applying for the Missouri Main Street grant and, if accepted, Main Street staff would conduct a downtown walk‑through and stakeholder meetings on April 30. "We hope to have a video at the Rogers Theater telling our story, and testimonials from property owners and business owners," Baker said.
The ordinance authorizing the management agreement advanced through readings and was adopted by roll call. The council also voted to move a separate amendment to the city code (removing a limit that previously prohibited any person from holding more than one farmers market stall per day) and to move farmers market insurance paperwork to the April 20 voting session to finalize related administrative items.
City Manager Andrew Phelps explained the resolution is required for the group's participation in the Missouri Main Street program and noted Grow Our Downtown representatives were present in the audience. "A copy of the resolution was included in the packet, and the ladies are out in the audience if anyone has any questions relative to this," Phelps said.
The council recorded roll call approvals for Ordinance 8660 and adoption of Resolution 20‑68 (the resolution roll call recorded six yes votes). The management agreement and grant‑support resolution aim to support downtown revitalization efforts; details of the management agreement will be implemented by city staff and Grow Our Downtown under the adopted ordinance.
Councilors also moved several related procedural items to the April 20 voting session to finalize insurance coverage and code amendments supporting the market's operations.
