The owner and contractor for 3803 32nd Street presented the proposed renovation to the Mount Rainier mayor and council on Jan. 6, saying the project involves interior rehabilitation and limited exterior work but no structural changes.
Winston Zeng described a three‑level renovation (basement, first floor and attic) that will add a new kitchen and two bathrooms, replace existing windows with same‑size units, install new siding and complete electrical, plumbing and mechanical rough‑ins. Director Fofino told the council that all permits for the scope of work have been approved by the county and that the work is proceeding within that approved scope.
Council members used the presentation to remind the owner of local rules intended to reduce neighborhood disruption. Council member Joseph Giacuto cited the noise ordinance limiting construction activity to 8 a.m. to 8 p.m., the city tree ordinance protecting private trees above certain circumferences and the need to coordinate grading and stormwater control to avoid runoff onto adjacent yards. The owner said the property will be a rental investment and asked about allowable Sunday work; staff confirmed Sunday work between 8 a.m. and 8 p.m. is acceptable under the local rules when permitted.
The council thanked the owner for rehabilitating a property and encouraged ongoing communication with code enforcement and staff if neighbors raise concerns.
