Historic Preservation Commission approves exterior changes for Thomas Hayward property

The Beaufort County Historic Preservation Commission on Oct. 2 approved a certificate of appropriateness for exterior renovations at a residence on Thomas Hayward, including moving the front door and steps to the center of the façade and replacing vinyl siding with HardiePlank.
Kevin Eichert, director of growth management, described the request as a renovation of an existing single-story structure, saying: "They're requesting to move the front door ... to center it" and that the proposal includes "changing out some of the siding [and] shutters on the front" and installing a French door. Eichert told the commission staff recommended conditions to "confirm all locations where any [vinyl] that is being removed and replaced with the Hardie" and that "wrought iron will be used for the front handrail."
Applicant Frank Clark told the commission he would wrap the chimney in Hardie plank where vinyl currently exists, saying he preferred that treatment "because otherwise that would look awful."
A commissioner moved to approve the submission with staff recommendations and an additional condition that the chimney siding be changed to Hardie plank; another commissioner seconded the motion. The motion passed on a voice vote. The commission did not record a numerical roll-call tally in the transcript; the outcome was announced as "The motion is passed."
The approval includes staff conditions requiring updated site data on the application and documented confirmation that the French doors, shutters and windows comply with permitted materials and that plans explicitly indicate Hardie plank locations. With those conditions met on staff review, the project may proceed under the commission's certificate.
