Council approves modest homelessness grant, denies animal rescue funding, and clears several community events

The Gonzales City Council on July 13 approved a $2,500 community partnership payment to Heaven's Care to support homelessness relief and family assistance programs and denied a $5,000 funding request to Rescue Alliance for cat rescue and adoption services.
Danielle Henriques, director of Heaven's Care, described daily street outreach, noncongregate motel sheltering when funding is available, and coordinated entry with partner organizations. She said the city's unsheltered point-in-time population within the city limits is about 10–15 people and that her organization provides hygiene packs, food and limited support services; she requested partnership funding to continue services. Council debated the funding amount and approved $2,500 by roll call.
Jonathan (Rescue Alliance) requested $5,000 for cat rescue medical care and adoption programs and said the organization operates community education and a pet food bank. Several council members argued the parish shelter already provides animal services and moved to deny the city's $5,000 request; the motion to deny passed by roll call.
Separately the council approved multiple special-event permits: a Dutchtown High alumni picnic (Isaiah Armstrong) was approved subject to police chief sign-off for staffing; a back-to-school drive requested by Jerry Green of Empire Wings was approved with no alcohol permitted; and a proposed 5K from the Ascension Chamber of Commerce to benefit leadership scholarships was approved with standard conditions and security arrangements.
All grants and permit approvals were recorded by motion and roll-call vote; conditions and next steps (chief sign-off, insurance, and policing arrangements) were noted publicly.
