Consultant Chris Kalewski of Abbot Marsh Consultants told the commission the property meets contiguity requirements for annexation and that staff issued a positive report. Broker John Pericini (Coldwell Banker) described the site as a former car lot with aging buildings and debris that the owners have begun cleaning up; he said utilities are nearby and will be extended to serve the proposed development, and that a rear‑setback variance will be requested at the later site‑plan stage.

The commission made a motion to forward the petition with a favorable recommendation; the motion was seconded and passed by unanimous voice vote. The chair announced that petition 26‑15 will move to the City Council with a favorable rating.
