Several councilmembers argued for a longer or more detailed list so grant writers and staff have clearer direction about subtopics such as LED streetlighting, façade improvements, business incubators, snow relief for seniors and other programmatic items. The mayor and staff said the three-bucket approach is intended as an elevator pitch for outside advocacy and that subcategories can be listed under each bucket; staff also cautioned that a longer checklist could overwhelm a small team.
Council agreed to continue refining the language over the summer, circulate edits to staff and lobbyists, and aim for a final document in September so the city—s grant-seeking and state advocacy can proceed with clearer priorities.
