Spring Grove council approves local policies, event funding and a recreational-vehicle speed change

At its Oct. 21 meeting the Spring Grove City Council approved a series of routine policy and event items, including a locked-door policy for City Hall, a clarification to the city’s distributed energy resource and net-metering policy, event funding for Homecoming, a small payment toward a chloride dust-control bill, and an ordinance change adjusting recreational-vehicle speed limits to match posted city speed limits.
Policy actions included adoption of Policy 5-30 (City Hall Locked Door Policy) on a motion by Council Member Trent Turner and an amendment to Policy PU-11-00 (solar net metering) to clarify that any overage disbursements will be made at year end in check form. Council Member Morgan Buckland moved the net-metering amendment and it carried.
Event and small-grant items: The council approved $4,000 in Homecoming funding to be paid over two years ($2,000 per year) and granted use of Viking Park and permission to close Maple Drive’s one-way portion for the parade; organizers were told to obtain county approval for any county highway closure. The council also voted to pay $200 toward a $722.80 chloride bill for dust control near the city dump and accepted a Compeer grant award for the Spring Grove Fire Department to purchase a chainsaw and rescue saw.
Traffic ordinance: The council approved a change to Ordinance Chapter 710 regarding recreational vehicles, aligning RV speed limits with Chapter 706 traffic regulations (25 mph on city streets except state/county highways and alley sections already designated at 10 mph).
