Williston approves $281,000 change order to continue landfill grading

The Williston Board of City Commissioners unanimously approved a $281,000 change order on Nov. 16 to continue preliminary grading at the city landfill. City staff recommended awarding the work to JMAC Resources to take advantage of the contractor’s mobilization and unusually low unit prices.
Dave Bell presented the request, saying JMAC’s current unit price equates to roughly $2.37 per cubic yard and the proposed change order would use a rate of about $2.39 per cubic yard to move approximately 117,420 cubic yards of material. “We feel this is still a very good price and we recommend approval of change order #1 to JMAC Resources for the amount of $281,000,” Bell said.
Commissioner Deanette Piesik moved approval; Commissioner Chris Brostuen seconded. The motion passed 5–0 (Cymbaluk, Brostuen, Bekkedahl, Piesik, Klug voting aye).
The change order covers continued excavation on landfill cells 5 and 6. According to staff, the intent is to use the current contractor and unit pricing now rather than rebid the remaining work in the spring, when the city cannot guarantee comparable pricing. No additional conditions or amendments to the motion were recorded.
