Williston approves $3.79 million hangar award at XWA; authorizes $395,000 for construction administration

The Williston Board of City Commissioners on May 26 approved awarding the construction of a new revenue-generating hangar at XWA to Corland Construction LLC and authorized a separate construction-administration contract for the project.
Airport Director Ryan O’Rear told the board three bids were received and the lowest responsive base bid was $3,546,495.59; with three alternates the Corland total bid is $3,785,850.09. The total estimated project cost, including engineering, was listed at $4,530,850.09. O’Rear said the project anticipates 95% federal and 2.5% state participation. The city’s total financial obligation was estimated at $291,476.89, composed of an estimated $108,701.89 as the city’s local share of eligible costs and roughly $182,775 in federally ineligible costs tied to an alternate that adds parking, sidewalks and lighting.
Commissioner Bekkedahl pressed staff on timing and the program of work; O’Rear said the FAA grant award is expected in August and that most construction work would occur in 2027 with a projected completion date of Oct. 1, 2027. On the ineligible costs, O’Rear said Overland Aviation plans a significant private investment and that the city expects to recover the extra $182,775 through lease revenue. “I think it is a worthwhile investment for the city to add that to increase the property value,” O’Rear said. “We anticipate we would recoup the costs of that $182,000 extra within the next four to six years. So in about seven to ten years the entire investment the city made will be paid off.”
Following discussion, Commissioner Gjovig moved and Commissioner Bervig seconded a motion to award the base bid and all alternates to Corland Construction LLC in the amount of $3,785,850.09, contingent upon FAA approval and grant award, and to authorize the Airport Director to execute necessary documents. The motion passed 5-0.
The board also approved a task order for Short Elliott Hendrickson Inc. (SEH) to perform construction administration services for the hangar. Garver’s independent fee estimate for those services was $423,400; SEH’s proposal was $395,000. Commissioner Gjovig moved and Commissioner Bekkedahl seconded approval of the task order not to exceed $395,000; the motion carried 5-0.
Both approvals were recorded as contingent on securing federal grant funding and related FAA approvals. The Airport Director said engineering costs have already been incurred and that a portion of project expenditures will be budgeted in 2027.
