Williston accepts low bid for TAP sidewalk, recommends Flex PACE and community grants, and reappoints parking authority member

The project is structured as an approximately 80.93% state / 19.07% city cost share with the city’s share estimated at $42,166.98. On a motion by Commissioner Gjovig, seconded by Commissioner Bervig, the commission accepted Winn Construction’s bid and directed the City Engineer to execute construction contracts.
Assistant Economic Development Director Richard Thompson presented two Flex PACE buy‑down requests (Cien Painting, up to $37,500; Ink Images, up to $42,500) to support building purchases and business expansion; the commission recommended approval. Thompson also presented community grant requests including CHI St. Alexius Health Williston Foundation ($20,000 for ER expansion), New Hope Church ($5,000 for a concert, with a CVB match), Spring Lake Nature Center ($20,000 for portable exhibits and programming), and Williston Basin Airshow ($50,000, with a $50,000 CVB match), which the commission recommended for approval.
Finance Director Hercules Cummings and commissioners then moved to reappoint Gayle Wiedrich to the Williston Parking Authority Board for a five‑year term starting in March 2026; the motion carried by unanimous voice vote. The meeting adjourned at 7:00 p.m.
