Williston Commission approves rezoning and PUD amendment to expand Williston Square golf course

City Planner Kent Jarcik described a proposal to amend the Williston Square Planned Unit Development to change Lots 29 and 31 from residential to golf course/open space and to rezone Lot 31 from R‑1 to P (parks/open space). The change supports an expansion from a 9‑hole to an 18‑hole municipal golf course to be designed by Norby Golf Design and funded in part by a 1% parks sales tax extension approved by voters in June 2025.
Jarcik said the proposed project includes a new clubhouse, underground cart storage, practice areas, driving range, parking, and a maintenance shop north of hole six. He noted stormwater management work and an earthen berm with tree plantings to buffer nearby residential areas. The planner and city engineer reviewed timing and utility and access issues with the Planning and Zoning Commission prior to the hearing.
Resident Lonnie Steppler asked whether the land is part of Sloulin Field and whether Parks & Rec paid the city for the land; President Klug replied that Lot 29 is part of Sloulin Field and that Parks and Rec collaborated with the city on acquisition and will maintain the course. “The benefit for the City of Williston is Quality of Life and the City of Williston will recoup the money by selling the bordering residential lots for a premium due to the golf course,” Klug said.
On a motion by Commissioner Bervig, seconded by Commissioner Gjovig, the commission approved the PUD amendment 5‑0. A subsequent motion by Commissioner Bekkedahl, seconded by Commissioner Gjovig, rezoned 82.77 acres for Lot 31 to Parks/Open Space; that motion also carried 5‑0. The planner said the course will close after Labor Day this year for construction and is expected to reopen in 2028.
