Independence council approves routine business, schedules hearings and clears land-use items in July 13 meeting

At its July 13 meeting the Independence City Council handled a full consent and business agenda, approving routine items, setting hearings and advancing land-use matters.
The council approved the agenda and a consent agenda (including June 22 minutes, a special-class alcohol license for an Independence RagBrI event and a retail tobacco permit) by voice/roll-call vote recorded as 7–0. Claims for payment were approved 7–0.
On planning and development business the council approved a preliminary plat for the Pines 4th Addition after planning and zoning recommended approval; the motion passed 7–0. The council also approved a plat of survey for LARD, LLC (Larson) to create a new 3.8-acre parcel and to facilitate an approximately 134,000-square-foot building; that measure also passed 7–0. Council set multiple public hearings for July 27 on amendments to fines-and-fees schedules and on rezoning requests (R-2 to M-2), all by unanimous votes to set hearing dates.
Council adopted a resolution to designate official posting locations for public meeting notices to comply with a recent amendment to Iowa Code chapter 21; staff confirmed the practice is to post on the outside of City Hall and on the city website, with certain boards posted at their specific facilities.
Other items: staff and council reviewed police, fire and building department monthly reports. A council member raised whether the police report could track violations for e-bikes and scooters separately; staff said they would check. The building department answered farmer-and-resident questions about fence setbacks and permitting and offered to inspect a specific property.
Council members closed the meeting with community announcements, including a call for volunteers and housing sign-ups for Independence RagBri and library summer-reading highlights (526,602 minutes recorded through July 6). The meeting adjourned by voice vote.
