House appoints David J. Taylor as speaker pro tempore, hears tributes and adjourns in memory of Sen. Lindsey Graham

A communication from the Speaker's Room was read into the record on July 13, appointing Representative David J. Taylor to serve as Speaker pro tempore for the day.
