Robinson School Building Committee narrows options, advances seven schemes for MSBA PDP review

The Robinson School Building Committee voted July 14 to advance seven school-site and design options to the Massachusetts School Building Authority (MSBA) for the preliminary design program (PDP), after reviewing reconciled cost estimates, reimbursement implications and site feasibility.

The committee's vote followed a presentation by project staff and cost consultants who emphasized that PDP figures are order-of-magnitude estimates intended to let the committee compare alternatives rather than provide final construction bids. Brian, the team's cost presenter, told the committee: "The PDP estimates really are order of magnitude estimates...they're intended to allow you to compare the options," adding that the firm reconciled two independent estimators and applied escalation, design contingency and soft-cost multipliers to produce ranges.

Why it matters: advancing a constrained set of options to the PDP keeps the project on the MSBA schedule (the team said it is aiming for an Aug. 5 PDP submission) while ensuring the town studies at least one ad-renovation option and one option from each enrollment band the MSBA requires. Committee members stressed that some options carried large non-reimbursable costs, potential redistricting complications and neighborhood-traffic impacts that would make them impractical even if construction costs were competitive.

Members debated several site tradeoffs. Farmer Way, a greenfield site, generally drew lower construction and phasing costs because it avoids complicated swing-space logistics for active school operations; by contrast, ad-renovation options on existing sites such as Abbott carry code-trigger risks and demolition or retrofit work that may not be reimbursable by the MSBA. "We had two independent estimators and then we reconciled them," Brian said, noting estimated per-square-foot ranges around $800 to $1,000 depending on option size and complexity.

Committee member Lindsay said the committee should keep remaining viable options in play until the school committee decides an enrollment scenario in the fall: "I think we should study all these that are remaining until we make a decision of enrollment," she said, urging more granular analysis of ancillary costs tied to each enrollment/ site combination.

The committee voted to advance the following options for inclusion in the PDP package to the MSBA: Robinson 470 ad-renovation; Robinson 470 new; Abbott 705 ad-renovation; Abbott 705 new; Abbott 1,065 ad-renovation; Abbott 1,065 new; and Farmer Way 705 new. The motion passed unanimously by voice vote. Presenters were instructed to add brief statements for the PDP explaining why eliminated options were removed, as requested by MSBA reviewers.

Votes at a glance: the committee approved payment of invoices totaling $133,737.30 (motion moved and seconded; payment approved). The minutes of the June 23, 2026 meeting were approved (one abstention). The committee then voted to advance the seven PDP options listed above.

Next steps and missing materials: the project team will upload a final PDP packet to OneDrive and invited written comments before final submission; the team said a few items remain missing in the upload (a town budget statement, an authorization letter and a Vertex cover letter) and will be completed before the submission window closes. The committee scheduled a July 21 meeting (7 p.m., Millennium behind Abbott) to present the PDP work to the select board, school committee and finance committee and to vote to authorize submission of the PDP report.

The committee adjourned after the meeting.
