Vicky Davidson Bell (speaker 21) and others said observers attempting to document the events were questioned or detained and asked the board to ensure constitutional rights at the courthouse are protected.
Several speakers also raised concerns about sheriff’s office spending and accountability. Janine Mayer (speaker 18) and others requested a clear accounting of how much of the sheriff's budget overage resulted from the Safety Act and which line items (inmate medical care, contractual services, staffing and technology) drove the overruns.
Other public comments thanked the board for ARPA funding for the Northern Illinois Food Bank and highlighted county economic development successes; some urged civility and respectful discourse at board meetings.
Board response and follow‑up
Chair and board members acknowledged the comments and said the state’s attorney and undersheriff would present a budget review later in the meeting. Several board members asked staff to clarify the county’s procedures for responding to citizen complaints and to provide more frequent updates on budget status.
The board separately agreed to consider requests to examine courthouse policies and directed staff to invite the state's attorney and undersheriff to answer questions in public committees and to return with documentation requested by the board.
