Norton introduces interim town accountant and assistant town manager at July finance meeting

The Norton Finance Committee on July 13 heard introductions from two new town hall staff/consultants as town officials prepared for year-end accounting work.
Bill Rowe introduced himself as a semi-retired financial consultant with Eric Kinsherff CPA LLC and identified his role as the interim town accountant during the current transition. "I am financial consultant with the firm of Eric Kinsherff, CPA LLC, your interim town accountant," Rowe said, describing prior municipal experience (20 years as a town accountant in Stoughton, earlier work in Braintree and audit work for municipalities and nonprofits). Staff clarified that the contract is with the accounting firm and that Rowe provides remote services with the ability to attend in person when needed; staff noted a firm-level contract term that runs through December 31 (firm engagement).
Assistant town manager Shannon McMahon also introduced herself and summarized her legal career: judicial clerkships for superior court judges in Bristol, Suffolk and Plymouth counties, years in criminal and family law practice, service in a district attorney's office and a decade as a senior trial attorney in civil litigation. McMahon said she appreciates resident engagement and described her early focus on operational and financial improvements within town management.
Members welcomed both introductions and asked logistical questions — whether Rowe's engagement is hourly (staff confirmed it is a firm hourly arrangement) and whether he is available for in-person work (Rowe said yes). McMahon received no substantive questions but said she has been meeting residents and learning town priorities since starting.
Town officials said the interim accounting coverage and expanded town management capacity are intended to help close the fiscal year, prepare DOR reports and support system modernization and encumbrance reconciliation in advance of the fall town meeting.
