Ohio County board approves hires, behavioral-health contract and excess-vehicle declaration

The Ohio County Board of Education approved a series of routine personnel moves, awarded a contract for school-based behavioral supports and accepted the declaration of excess district vehicles at its July 13 meeting.
Superintendent Dr. Miller recommended the hiring of Brianna Hutchison as a 200-day countywide behavioral specialist at Elm Grove Elementary and Alexis McEwen as a 200-day special-education, multi-categorical teacher assigned to Ritchie Elementary, effective Aug. 20. The hires, together with a set of staff degree-status recognitions, were moved, seconded and approved by voice vote (recorded as 4-0).
The board also accepted an administration recommendation to award a bid to Achieve Behavioral Health for services at all locations at about $293,900 to fund four master's-level specialists who will work with Tier 3 students. "In the past year, Tier 3 students between Achieve Behavioral Health and Wheeling Park High School, we served about 195 students," Dr. Shepherd said during brief technical questions on service scope and staffing. Board members moved and approved the bid by voice vote.
Garber led a motion to accept a declaration of excess vehicles after a short discussion about high mileage and safety concerns; the motion passed by voice vote (4-0). The board also reviewed committee assignments and approved renewals of memorandums of understanding, including partnerships with WVU School of Medicine (Department of Ophthalmology), Marshall (counselor affiliation), Moreland (a state-sponsored aide-to-teacher pathway) and Ohio University (speech-pathology student observation). These MOUs were presented as renewals of existing agreements and were approved by voice vote as listed on the agenda.
The consent agenda (items 6.1–6.5) was approved with no items pulled after minor inquiries about pay bills and an annual-policy confirmation.
Next steps: most approvals were routine renewals or contracts presented for award; the administration said it will continue follow-up reporting on enrollment and the items the board tabled for additional background.
