Williston approves airport equipment purchase, rental-car contracts and aerial spraying authorization

Airport Director Anthony Dudas reported one bid from Ironhide Equipment for a four-wheel work machine: a base bid of $74,359.97 with a trade-in allowance of $13,000 for a net cost of $61,359.97. The commission approved the purchase with the trade-in.
Dudas also presented five-year rental-car operator agreements for XWA that require operators to pay 11% of gross receipts to the city (calculated as 11% of 85% of 2024 gross receipts for Enterprise/National, Hertz and Avis) and a monthly $25-per-parking-space fee; the agreements run through Dec. 31, 2029. Commissioners approved the contracts on a unanimous vote.
Finally, the commission approved an authorization application from Rick Marburger for Aero Spraying Services, which—if granted—would allow aerial mosquito spraying under an FAA low-flying waiver and require 24-hour public notice prior to spraying operations. The motion carried 5-0.
Staff did not provide projected revenue estimates from the rental-car agreements in the transcript beyond the contract terms, nor did the authorization item include a specific spray schedule; those details remain to be finalized by airport staff.
