Williston awards $5.0M in roadway and drainage contracts, all under budget

The Williston City Commission voted unanimously Feb. 11 to award three public-works contracts for roadway and drainage projects after staff reported the low bids were within or below budget.
City Engineer David Juma told commissioners that Central Specialties Inc. submitted the low bid of $3,054,374.18 for the 13th Avenue West and Detention Pond Eight improvements. Juma said the budgeted amount for the project was $3,895,000 and that the city expects a cost-share with the new elementary-school lot and possibly a grant from the State Water Commission. “We had three bidders. The lowest bidder was Central Specialties Inc. at $3,054,374.18. The budget amount was $3,895,000 so we are under budget,” Juma said.
In a separate motion, the commission awarded Central Specialties the Detention Pond Six A and Airport Ditch improvements contract for $997,204.82; engineering had budgeted $2,556,000 for that project, Juma said. For 2nd Avenue Northwest roadway improvements, which included an underground portion completed in 2022, Knife River submitted the low bid of $1,848,446 against a $2,780,000 budget.
All three contracts were approved on motions that carried 5-0. Commissioners voiced no formal objections during the awards; the staff presentations included expected budget, scope and funding notes but did not specify exact grant amounts or timing for reimbursable shares.
The awards together commit the city to construction work totaling about $4.9 million in contracted construction value, according to the bid figures presented to the commission. City staff said routine project administration, cost-sharing with a school parcel on 13th Avenue and any external grant approvals remain as implementation items.
The commission’s decisions will allow project procurement to proceed; staff will return with contract documents and any required grant or cost-share confirmations as the projects move toward construction.
