City manager: four RFPs released, audio/streaming system review underway; Resilient Florida vulnerability-assessment outreach set for March 19

In his report the city manager told the council the city has issued four RFPs — for lobbying, IT services and two related to debris (monitoring and removal) — and that staff expect procurement to conclude by June or July.

"All 4 RFPs are out," the city manager said, noting the debris removal and debris monitoring contracts must be procured separately. He described a standard vendor-question and response process and said the submission calendar is included in the RFP documents.

The manager also briefed the council on persistent audio problems affecting live streaming. Staff said their current vendor did not perform adequately during tests and that they will issue an RFP for a new vendor and may return to council recommending hardware or software upgrades. "We might have to look at spending money to upgrade the audio video that we have," staff said, noting the city uses software called Blackmagic as a bridge for the feed and that changes may be needed.

On resilience and grants, staff read a statement from Drummond Carpenter, the consultant on a citywide vulnerability assessment funded by a Resilient Florida grant from the Florida Department of Environmental Protection. Staff said the contract began January 26 and will conclude in July 2026. The first public outreach meeting is scheduled for 03/19/2026 and a second meeting is expected in June to present results and adaptation concepts. Staff asked council members to help publicize the virtual meetings and said an email address and hotline will accept comments.

Staff also noted deadlines tied to the RFP timeline; an April 8 submission date was mentioned for vendor responses for one of the procurements, with review to follow and council consideration targeted for the third meeting in April.
