Westbrook City Council approves package of orders and resolves in unanimous votes

The council also adopted Resolve 2026-12 to authorize a road closure for the 2026 Memorial Day Parade (moved by Councilor Gary Rairdon; seconded by Councilor Victor Chau) and Resolve 2026-13 to authorize an overnight road closure for water utility work on Southern Spring Street (moved by Councilor Gary Rairdon; seconded by Councilor Victor Chau). Both passed unanimously (7-0). City Administrator Angela Holmes, Assistant City Administrator Jennie Franceschi and developer Justin Locke spoke during consideration of the overnight closure; the transcript records their participation but does not include the substance of their remarks.
Council approved Order 2026-60 to grant a mass gathering permit and authorize street closures for Westbrook Together Days; Councilor Victor Chau spoke during consideration and the order passed 7-0.
Several items were approved on first reading (one of two required): Order 2026-61 confirming an emergency expenditure for Davan Indoor Pool repairs; Order 2026-62 authorizing acceptance of a fire department donation and the purchase of supply hose; Order 2026-63 authorizing a rental agreement for a medication storage solution; and Order 2026-64 authorizing Recreation & Conservation Commission expenditure for trail blazes. Each first-reading motion passed unanimously (7-0). Fire Chief Stephen Sloan and City Administrator Angela Holmes spoke during the public-safety and equipment items; Dan McCarthy, identified as president of Westbrook Trailblazes, spoke regarding the trail blazes expenditure. All recorded roll-call votes on the adopted measures were unanimous: Councilors Michael Shaughnessy (At-Large, Vice-President), Brian McCambridge (Ward 1), Victor Chau (Ward 2), Anna A. Turcotte (Ward 3), Amy Faulkingham (Ward 4), Gary Rairdon (At-Large) and President Jennifer Munro (Ward 5) were listed among the ayes where votes were recorded.
The meeting concluded after a second public comment period and routine committee updates. No referrals or executive-session requests were made. The council adjourned at 7:58 p.m.
