Superintendent previews FY27 budget and explains HB 1265 cost-per-pupil reporting

Superintendent Dr. Andrade told the board March 2 that the proposed FY27 budget represents a 6% increase over the prior year and is aligned to the district’s strategic priorities. He invited the public to the public budget hearing scheduled for March 9.
Dr. Andrade highlighted district programs the budget supports, including Meals Matter, a program that provides targeted food support for students in need, and a new two-year Emergency Services/First Responder CTE pathway intended to prepare students for careers in public safety.
Separately, district staff (Mr. Gray) presented informational material prepared to comply with HB 1265, the law requiring school districts to report costs such as average teacher salary, top administrator compensation and cost per pupil adjusted for inflation. Mr. Gray explained that the district used Department of Education reporting as the anchor point and an inflation calculator to show 10-year trends. He said the district’s average cost per pupil (as reported) is $18,879 and that state adequacy aid is roughly $4,300 per pupil with additional small adjustments for ELL and special education.
A public commenter earlier in the meeting urged voters to review the HB 1265 materials before the impending budget vote.
The board encouraged public participation at the March 9 budget hearing; no vote on the budget occurred at the March 2 meeting.
