Bonduel committee recommends sewer repairs, adopts hazard plan and approves personnel changes; declines new Reserve Class B license

At its July 23 meeting, the Village of Bonduel Committee of the Whole recommended a set of operational and policy actions to the Village Board, including a sewer repair project, adoption of a county hazard mitigation plan, a decision not to pursue additional Reserve Class B liquor licenses, and personnel policy amendments.

Sanitary sewer: Staff told the committee that a video inspection identified deterioration in the sanitary sewer main on North Washington Street between State and Cedar streets and that the line needs relining plus pressure grouting to connect pipe sections. Jesse Rankin said VisuSewer was the sole contractor willing to undertake the work because of the line’s length and that funding will come from the village sewer fund. Kay Zuleger moved and Brenda Staszak seconded a recommendation to the Board to approve the relining and grouting; the motion carried unanimously.

Hazard mitigation plan: Committee members were told that Shawano County updated a joint Hazard Mitigation Plan for Shawano and Menominee counties through a federal mitigation planning grant and that the county’s sheriff’s office is asking municipalities to adopt the resolution as a condition of grant funding. The committee voted to recommend that the Village Board adopt the Shawano‑Menominee Counties Hazard Mitigation Plan so the village remains eligible for future mitigation funding. Motion by Brenda Staszak, second by Matt Pleshek; motion carried unanimously.

Liquor license: The committee reviewed a request scenario in which Bonduel Mini Mart had inquired about obtaining a Class B liquor license for a property that previously housed a Subway. Members noted the State set a quota for Class B licenses in 1997 and that the village currently has six regular Class B and one reserve Class B license, already purchased by the Glenn Lounge. Committee discussion noted a municipality could purchase a reserve license from another municipality, but the minimum cost for such a transfer would be about $10,000, paid by the buyer. By motion of Kay Zuleger, seconded by Michelle Streetman, the committee voted not to pursue acquiring additional Reserve Class B licenses at this time; motion carried unanimously.

Personnel policy: The committee reviewed proposed amendments to the Village Personnel Policy. The suggested changes add a full day off for Good Friday and Christmas Eve and an extra day off for the day after Thanksgiving while keeping the current vacation increase schedule. The committee also agreed to include a provision permitting the Village Board to adjust the vacation increase schedule for new hires or as an incentive. Motion by Kay Zuleger, second by Sean Falk, recommended the policy updates to the Board; motion carried unanimously.
