Sumner County board adopts 25% reserve policy, approves modest FY27 budget tweaks and bookkeeper contract

At the meeting the board voted to adopt a written policy designating a committed fund balance (money-market account) and a minimum reserve equal to 25% of budgeted expenditures to serve as a three-month rainy-day fund for capital purchases, land acquisition, software and major repairs.
"We’re going to set aside 25% of our budget expenditures as a rainy day fund," Mike said when presenting the draft policy, noting the minimum is intended to ensure the district can cover significant capital costs and avoid paying recurring expenses from savings.
The motion to create the policy was moved, seconded and approved by voice vote with no opposition noted.
Budget amendments: Mike also asked the board to amend the FY27 budget to increase the dues and memberships line from $9,000 to $12,000 after receiving an invoice; he requested an additional increase for the county impact/IT support reimbursement line (roughly $5,000–$6,000), which together raised the district budget by about $9,000. The board moved, seconded and approved the amendment by voice vote.
Bookkeeper contract: The board reviewed the latest contract for Jennifer, the district bookkeeper. The packet said the contract obligation is essentially the same as last year’s and included a modest pay increase; a motion to approve the contract passed on a voice vote.
What this means: The reserve policy formalizes minimum savings levels to support future capital needs and to demonstrate fiscal discipline in the face of statewide funding uncertainty. The budget amendments reconcile the ECD’s ledger to an invoice and the county’s adopted IT-support costs. The board set its next meeting for Sept. 14 and adjourned.
