Commission reviews mandates catalog, cash proffer survey and task‑force recommendations

Commission staff reviewed a set of ongoing administrative items and task‑force recommendations during the Sept. 9 meeting, and the Commission approved the draft 2013 Catalog of State and Federal Mandates on Local Governments.
Zack Robbins explained the Commission is statutorily required to publish the Catalog annually and summarized key additions and changes included in the draft. Commissioner Harold H. Bannister, Jr., moved to approve the 2013 draft Catalog; the motion was seconded by Cole Hendrix and passed unanimously.
Robbins also reported on the 2013 cash proffer survey: instruments were mailed to localities eligible to collect cash proffers in early July and about 60% of responses have been received. Staff will contact non‑responsive localities after the Sept. 30 due date to try to reach a 100% response rate.
Ed Lanza updated the Commission on the Local Fiscal Impact (FIS) Task Force. The Task Force recommended the Commission should not develop a separate process for analysis of budget items and presented a flowchart explaining the current FIS process alongside the Task Force’s proposal. Lanza said the Task Force will recommend language amending §30‑19.03 of the Code of Virginia in its final report and is investigating a technological solution to reduce FIS administrative workload; it also proposed distributing pre‑filed bills to specific subject areas rather than a large volunteer pool.
Robbins summarized the Town‑County Powers Task Force findings. Formed in response to HB1535 (2013), the Task Force concluded an across‑the‑board statutory fix could create unintended consequences; members favored a statute‑by‑statute approach and recommended staff draft a response to the House committee Chair, with no recommendation for broad statutory changes.
Chairman Kines confirmed the Commission’s next regular meeting for Nov. 19, 2013 in Front Royal and reviewed tentative 2014 meeting dates. The Commission adjourned at 12:18 p.m.
