Union City council approves easements, subdivision, pension obligation and boat-launch easement; sets new meeting schedule

The Borough of Union City’s council approved a series of routine administrative actions during its Aug. 13 meeting, including easements, a subdivision, pension obligations and property transfers.
Council approved a retroactive easement with property owner Anthony Hickey at 104 East High Street that assigns ditch maintenance to the property owner while the borough accepted responsibility for two catch basins and about 60 feet of pipe between them. Solicitor Tim Wachter will draft the formal easement agreements. The motion was recorded as carried unanimously.
Borough Manager Cindy Wells reported the borough received the 2025 Minimum Municipal Obligation; the required payment for the nonuniform pension is $48,029 and $0 was required for the police pension. Council approved the 2024 minimum municipal obligations for the nonuniform and police pensions.
Council also approved a subdivision request to combine a portion of 92 West High Street with 88 and 90 West High Street after Erie County Planning approved the survey maps. Separately, council approved a retroactive motion to purchase a portion of property from 8 South Street for $500 to support the Municipal Lot #3 gazebo project; the solicitor will complete the purchase paperwork after the survey is finalized.
The council authorized an easement with the American Legion to install and maintain a kayak/canoe launch on the ball field along French Creek; the launch will be funded by the Pennsylvania Fish and Boat Commission and the Pennsylvania Environmental Council. Council additionally agreed to change its regular meeting schedule to the first and third Monday of each month at 6:30 p.m. beginning in September; the next meeting is Aug. 27, 2024 and, because of Labor Day, the following meeting will be Sept. 16, 2024.
All recorded motions in this package carried unanimously at the Aug. 13 meeting.
