The Frederick County Planning Commission opened a discussion on proposed changes to its Rules and Procedures. Commissioners debated clarifying succession of officers. Mr. Long proposed language specifying one-year terms and automatic succession ("Terms of office shall be for one year. In the succeeding term, the Vice Chair of the previous term will become Chair, and the Secretary will become Vice Chair, unless a commissioner declines to accept the new office."). An additional suggested edit would bar commissioners whose term expires during the upcoming year from holding any of the three offices. Ms. Mitchell offered to take the comments and draft proposed language for review; Mr. Rensberger noted the current Rules and Procedures contain contradictory language.
The commission also discussed whether it should adopt formal criteria for granting additional public-speaking time at public hearings. Mr. Long said county attorneys generally oppose allowing extra time, but noted Section 13 of the Rules and Procedures permits the Commission to suspend rules in certain circumstances. Commissioners noted concerns about attorneys seeking additional time for multiple clients; Mr. Hicks said the current rules distinguish between registered organizations and individuals and should be adequate for testimony, while Mr. Rensberger disagreed. The discussion ended without resolution or a formal vote; Ms. Mitchell will prepare draft language for future consideration following the required public-notice period.
The discussion will return to a future meeting if the committee forwards a draft; no amendments or binding decisions were made at this meeting.
